President Miguel DÃaz-Canel said the private sector needed more autonomy, as the island confronts a U.S. oil blockade that has deepened a humanitarian crisis.
The talks are expected to be held after the U.S. military said it shot down an Iranian drone​ and Iranian forces threatened to seize a U.S.-flagged vessel.
